        He regularly targets our neig...

        He regularly targets our neighborhood with advertising cards. They end up thrown in the street. He occasionally illegally trespasses into locked, gated parking lots (follows cars in or out) to leave advertising cards on cars parked on private property. If your neighborhood is targeted collect the advertising cards and destroy them.
