Oram in 1984, it was designed to provide a hands-on approach to family business issues. In 2005 Lesley A. Moss joined the firm, and in 2009 she became a principal. Effective November 1, 2009 the firm’s name was changed from Steven H. Oram, Chartered to Oram & Moss, Chartered. Real Estate Litigation
Alina joined Oram & Moss as an associate attorney in February 2023. She holds a bachelor’s degree in Geography and French from her native Romania, and a Juris Doctorate Cum Laude from the University of Baltimore School of Law, where she was a member of the Royal Graham Shannonhouse III Honor Society. While in law school, Alina served as the Comments Editor for the Journal of Land and Development and as President of the Real Estate Law Association. Alina is currently pursuing a Certificate in Estate Planning and an LL.M. in Taxation at the University of Baltimore. She is also trained and certified in the Collaborative Practice of Law.

Estate Planning
Estate Planning is a concentration of law focused on planning not only for the disposition of assets upon an individual’s death but also the use and manipulation of those assets during an individual’s lifetime to ensure tax and administration efficiency. These dual goals and the diversity of assets and life circumstances our clients bring to us each day make our firm’s Estate Planning Practice a diverse, challenging, and extremely rewarding practice.
Wills
Our attorneys develop Estate Plans that utilize Last Wills and Testaments, Revocable Trusts, Marital Trusts, Descendants Trusts, Irrevocable Gifting Trusts, Irrevocable Life Insurance Trusts, and numerous additional trust instruments to accomplish these goals. Oram & Moss attorneys also encourage clients to execute Financial Powers of Attorney and Advanced Directives for Healthcare Decisions in order to allow for a seamless transfer of decision making authority to a trusted family member, friend, or advisor in the event of the client’s incapacity. We work directly with clients’ financial advisors, accountants, attorneys, and insurance professionals to help implement and administer the Estate Plans we’ve created for our clients.
Trusts
Depending on a client’s unique planning, primary residences, and secondary properties, may need to be transferred to a client’s Revocable Trust or newly established gift trust, or a client may wish to transfer ownership of an income-producing property to a Limited Liability Company (LLC). As part of the Estate and Trust Administration process, property may need to be transferred from the deceased’s Estate or Revocable Trust to another individual outright or to another trust that the deceased has created for the benefit of their family.
Power of Attorney
Probate
An active participant in several state and local bar associations, she is a member of the Maryland State Bar Association (the Estate and Trust Law Section), the District of Columbia Bar (the Estates, Trusts and Probate Law Section), the Virginia State Bar Association (the Trusts and Estates Section), and the Florida Bar (Real Property, Probate and Trust Law Section). Lesley is also a member of the Bar Association of Montgomery County (the Trust and Estates Section), and the Fairfax Bar Association (the Wills, Trusts and Estates Section).

Tax Law
Estate and Trust Administration encompasses the representation of Personal Representatives and Trustees through the formal reporting and wrapping up of one’s affairs following their passing. Working with the Personal Representative, Trustee, and family members, Oram and Moss attorneys will offer guidance and assistance with the marshalling of assets, court required reporting and publications, application of Tax Identification Numbers with the IRS, payment of debts and expenses, comprehensive post-mortem planning to include estate tax and capital gain tax planning considerations as well as qualified disclaimers, and the final distribution of assets.
