        The Silicon Valley Animal Control Authority ( SVACA ) was formed as a Joint Powers Agency in 2000 and opened for business in 2001. Its purpose is described in its mission statement: The mission of the SVACA is to ensure the well-being of both animals and residents in our communities by delivering high-quality, responsive and cost-effective animal control services. Our mission is accomplished by enforcing animal control laws, promoting responsible pet ownership through outreach and education, and providing compassionate service to animals and their owners.
