        I would walk first

        I called the reservation hotline, I was told the rates are the same for a walk up customer and an online reservation, surprise they are not, almost twice as high. The clerk was very rude, If you are going to Niagara Falls take a cab, it'll cost about $60 per trip versus $304 for a three day compact car rental. Everything at Niagara is within walking distance. They also run a credit score on you which I think should be illegal.
